One of the things which makes language learning such an interesting phenomenon is what has been called the 'projection problem'. The idea is just that, if the problem of the language learner is to figure out the underlying reg- ularities--that is, the grammar--which are responsible for the language he or she hears, then the data which are available to the learner may not be sufficient to uniquely determine the correct grammar.
